It is important that the character of the centre is retained as renewal in Bay Street and surrounding areas occur.&lt;/p&gt;

&lt;p&gt;You also told us what you dislike, including the traffic speed and traffic noise including trucks; the intersection of Bay and Liardet Street; there is not enough parking; limited variety and mix of shops; and a lack of landscaping in streets.&lt;/p&gt;

&lt;p&gt;Community feedback helped inform the following key themes of the draft Structure Plan:&lt;/p&gt;

&lt;li&gt;&lt;strong&gt;Sustainable access and movement&lt;/strong&gt; - Enhance the amenity, safety and function of the activity centre through reducing the impact of traffic.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Integrated public realm&lt;/strong&gt; - Enhance the connectivity, cohesion and identity of Bay Street through ensuring the public realm and continuous &amp;lsquo;active&amp;rsquo; edges act as integrating elements.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Sustainable precinct&lt;/strong&gt; - Facilitate the evolution of the activity centre as an ecologically sustainable precinct which achieves a progressive reduction in local energy consumption.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;Implementation&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;The Bay Street Structure Plan will be implemented through an amendment to the Port Phillip Planning Scheme, Council&amp;rsquo;s capital works program and other programs and services, and in partnership with local businesses and community organisations.&lt;/p&gt;</description>

      <description>&lt;p&gt;Gasworks Arts Park was originally the site of the South Melbourne gas plant. Formed in 1872, it began supplying gas in 1873 and was the largest employer in the area. Coal was hauled from the town pier at the end of Bay Street, Port Melbourne by horse drawn tram. The gasworks survived an explosion in 1920, the depression, the Second World War and severe gas shortages throughout the 1940s, finally closing in 1957 after the commissioning of the brown coal plant in Morwell.&lt;/p&gt;
&lt;p&gt;In 1992 the old South Melbourne Gasworks was recreated at Gasworks Arts Park, eight acres of parkland used by the community for a range of activities including a farmers market, dog walking, relaxation, exercise, socialising and community events. The park contains a number of heritage industrial buildings that house a thriving community arts centre with two theatres, art galleries, artists studios, workshop spaces, a caf&amp;eacute; and more.&lt;/p&gt;</description>

      <description>&lt;p&gt;The initial timeline for the development of the Gasworks Arts Park Plan was from August 2012 to July 2013. This timeline has been extended to allow more time for collection of data required for the planning process, which includes things such as a vegetation survey, soil and ground water information and assessment, geo-technical engineering reports, topographical survey and a SWAT analysis for the park (Strengths, Weaknesses, Opportunities and Threats). &lt;br /&gt;&lt;br /&gt;The timeline for the second round of community consultation and an estimated date for completion of the plan will be announced in the next few months once all of the data has been collected.&lt;/p&gt;</description>

      <description>&lt;p&gt;Planning for the site at 1-7 Waterfront Place is now addressed through a separate process comprising draft Design Guidelines 1-7 Waterfront Place and a Planning Scheme Amendment (C104). Exhibition of the Amendment has not yet commenced, this page will be updated as soon as it has been scheduled.&lt;/p&gt;
&lt;p&gt;The draft Design Guidelines 1-7 Waterfront Place incorporate work undertaken to date, community and key stakeholder feedback as well as recommendations from the independent studies commissioned by Council to examine views and vistas, traffic and parking and urban design for the Waterfront Precinct.&lt;/p&gt;
&lt;p&gt;The draft Design Guidelines 1-7 Waterfront Place propose.&lt;/p&gt;
&lt;p&gt;&amp;bull;&amp;nbsp;A mandatory 10 storey height limit &lt;br /&gt;&amp;bull;&amp;nbsp;Three storey built form adjacent to the historic rail station &lt;br /&gt;&amp;bull;&amp;nbsp;Two publicly accessible pedestrian laneways through the site &lt;br /&gt;&amp;bull;&amp;nbsp;An internal public courtyard space &lt;br /&gt;&amp;bull;&amp;nbsp;Active frontages to Waterfront Place &lt;br /&gt;&amp;bull;&amp;nbsp;A height limit that conforms to the &amp;ldquo;no overshadowing of the beach&amp;rdquo; standard.&lt;/p&gt;
&lt;p&gt;Council&amp;rsquo;s draft Design Guidelines 1- 7 Waterfront Place propose a mandatory 10 storey height limit. This balances independent advice on the design and development of the site with feedback received from the community, views and vistas, traffic, overshadowing and the prominence of the location. A maximum 10 storey building height allows for certainty about how high future development can be.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Amendment C104&lt;/strong&gt; &lt;br /&gt;An amendment to the Port Phillip Planning Scheme (Amendment C104) will give statutory effect to the Design Guidelines 1-7 Waterfront Place.&lt;/p&gt;
&lt;p&gt;Amendment C104 proposes to rezone the land at 1-7 Waterfront Place&amp;nbsp; to a mixed use zone, introduce&amp;nbsp; a Design and Development Overlay including a mandatory height limit of 10 storeys and include&amp;nbsp; the draft Design Guidelines 1-7 Waterfront Place as a reference document to the Port Phillip Planning Scheme. &lt;br /&gt;&lt;br /&gt;Council resolved to seek the Minister for Planning&amp;rsquo;s authorisation to undertake formal exhibition of Amendment C104 at its meeting on 25 March 2013. &lt;a href="http://www.portphillip.vic.gov.au/march-2013-meetingsagendas.htm" target="_blank"&gt;View the Council report here&lt;/a&gt;. &amp;nbsp;Following authorisation from the Minister, Council will commence a formal exhibition of Amendment C104 and the draft Design Guidelines 1-7 Waterfront Place during which submissions will be received.&lt;/p&gt;
&lt;p&gt;Submissions will also be accepted prior to the commencement of the official exhibition period. Submissions can be in the form of a letter or an email and will be accepted prior to the formal exhibition period.       <description>&lt;p&gt;A Design and Development Study for Waterfront Place was prepared by SJB Urban, in collaboration with Glas Urban. The Design and Development Study proposes a revised public realm concept for the entire Waterfront Place Precinct and specific guidance for possible future built form on the 1-7 Waterfront Place site.&lt;/p&gt;
&lt;p&gt;The public realm proposal for Waterfront Place recognises the important arrival function of the precinct. It also acknowledges the significant traffic function that the precinct performs and describes a more coherent and integrated multi-functional landscape for the space.&lt;/p&gt;
&lt;p&gt;The public realm proposal creates more public space, improved pedestrian connections to the tram from Station Pier, more legible pedestrian and cycle paths, improved planting and proposals to address the traffic queuing by: &lt;br /&gt;&amp;bull;&amp;nbsp;including a queuing lane from the Beach Street roundabout into Waterfront Place &lt;br /&gt;&amp;bull;&amp;nbsp;modifications to the roundabout to improve traffic flow, and &lt;br /&gt;&amp;bull;&amp;nbsp;changes to parking to improve the flexibility of Waterfront Place.&lt;/p&gt;

      <description>&lt;p&gt;The Views and Vistas Study was prepared by urban design consultants David Lock Associates (DLA) to address concerns raised regarding the impact of potential redevelopment at 1-7 Waterfront Place on views and vistas.&lt;/p&gt;
&lt;p&gt;In determining the locations of the views analysis, DLA&amp;rsquo;s overarching principle was that the views considered must be from the public realm and publicly accessible.&lt;/p&gt;
&lt;p&gt;In addition, other criteria for defining the sensitive viewpoint locations included: &lt;br /&gt;&amp;bull;&amp;nbsp;places where significant amounts of people congregate and celebrate &lt;br /&gt;&amp;bull;&amp;nbsp;where long vistas are maintained for significant periods &lt;br /&gt;&amp;bull;&amp;nbsp;elevated places where a view or vista across the site towards Melbourne&amp;rsquo;s skyline is possible &lt;br /&gt;&amp;bull;&amp;nbsp;where a stationary person can obtain a view or vista toward the site, and &lt;br /&gt;&amp;bull;&amp;nbsp;places that have direct and uninterrupted views across the site. A comprehensive survey of potential viewpoint locations was undertaken and the most relevant locations were determined using the criteria above.&lt;/p&gt;
&lt;p&gt;These seven viewpoints became the &amp;lsquo;Key Viewpoints&amp;rsquo; and the basis of the visual analysis.&lt;/p&gt;

      <description>&lt;p&gt;The Transport and Access Study was prepared by traffic consultants URS Australia to determine the traffic demand and impacts caused by any potential new development at 1-7 Waterfront Place.&lt;/p&gt;
&lt;p&gt;URS collected data on traffic movements and car parking utilisation on high use days:&lt;/p&gt;
&lt;p&gt;&amp;bull;&amp;nbsp;Sunday 25 November 2012 (a sunny day)&lt;/p&gt;
&lt;p&gt;&amp;bull;&amp;nbsp;Monday 19 November 2012 (a sunny day with a cruise ship) Single TT Line sailings occurred on both these days.&lt;/p&gt;
&lt;p&gt;Overall, Sunday 25 November showed the highest car parking utilisation while Monday 19 November showed the highest traffic volumes. URS modelled the possible range of low, mid and high density options for redevelopment of Waterfront Place and determined that there was minimal additional adverse impact for any of the options modelled.&lt;/p&gt;

      <description>&lt;p&gt;The draft Port Melbourne Waterfront Urban Design Framework (2011) was released for community consultation between December 2011 to March 2012.&lt;/p&gt;
&lt;p&gt;Public submissions on the draft &lt;em&gt;Port Melbourne Waterfront UDF&lt;/em&gt; (2011) were heard at an Ordinary Meeting of Council Tuesday 27 March 2012. Council resolved to undertake further strategic work on the Port Melbourne waterfront including detailed design guidelines for 1-7 Waterfront Place that reflect the &lt;a href="http://www.portphillip.vic.gov.au/default/MGS_Architects_Part_One_-_Urban_Design_Advice_for_1-_11_Waterfront_Place_Beacon_Cove.pdf" target="_blank"&gt;&lt;em&gt;&lt;span style="color: #0000ff;"&gt;Urban Design Advice&lt;/span&gt;&lt;/em&gt;&lt;/a&gt; prepared for 1-11 Waterfront Place, Beacon Cove that was adopted by Council in October 2009. A report outlining the process to undertake further detailed strategic work for the draft UDF was presented to Council at a Council meeting on 23 May 2012.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;About the draft UDF 2013&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The &lt;a href="http://haveyoursayatportphillip.net.au/document/show/532%20" target="_blank"&gt;draft Port Melbourne Waterfront Urban Design Framework (2013)&lt;/a&gt; includes a vision and principles for the area, design objectives and preferred outcomes for the five public realm precincts.&amp;nbsp; The draft UDF 2013 focuses on key design opportunities in regards to land use, built form, access and mobility and open space. It no longer references the privately owned sites within the precinct at 1-7 Waterfront Place and 103 Beach Street.&lt;/p&gt;
&lt;p&gt;The study area includes five key precincts:&lt;/p&gt;
&lt;p&gt;1)&amp;nbsp;Bay and Beach Street Hub &lt;br /&gt;2)&amp;nbsp;Beach Street &lt;br /&gt;3)&amp;nbsp;Waterfront Place &lt;br /&gt;4)&amp;nbsp;Beacon Cove Promenade &lt;br /&gt;5)&amp;nbsp;Princes Pier&lt;/p&gt;
&lt;p&gt;The draft UDF 2013 builds on the draft UDF 2011 by responding to community feedback and incorporating recommendations from &lt;a href="http://haveyoursayatportphillip.net.au/document/index/20#"&gt;independent technical studies &lt;/a&gt;on transport and access, views and vistas and design and development.&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt;

&lt;p class="BasicParagraph"&gt;As part of greening Port Phillip, Council has developed a concept plan for a shared growing space at Lyell Iffla Reserve.&lt;/p&gt;
&lt;p class="BasicParagraph"&gt;This idea grew from initial consultations held in August / September 2012. Residents suggested it would be great to have some growing space in the reserve.&lt;/p&gt;
&lt;p class="BasicParagraph"&gt;The current draft design is for 5 plots. Layout can be changed and bed types are still being considered. There will be no fence and the beds will be for sharing with others. Council want to hear from residents who are keen to be involved in the planning and maintenance of these gardens.&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; landscaping and slightly raised lawn terrace &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; new planting around the memorial fountain. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;Surrounding streetscape (overall precinct): &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; slightly narrowing Bank Street to create safer pedestrian crossings &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; slightly narrowing the road on Perrins Street to slow vehicles as well as implement Water Sensitive Urban Design (WSUD) features &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; inclusion of kerb outstands to improve accessibility and pedestrian safety between the police station, Library and Heritage Centre and Town Hall &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; increase footpath width around the Town Hall to improve accessibility &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&amp;bull; additional seating in Daly, Layfield, Fishley Streets. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;&lt;strong&gt;Car parking&lt;/strong&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;The number of parking spaces in the overall precinct will be reduced to improve access to and around South Melbourne Town Hall. In total 28 car parking spaces will be removed, 6 spaces in Fishley Street, 3 spaces in Layfield Street, 11 spaces in Daly Street and 8 spaces in the Bank Street slip lane. Vehicle access to the South Melbourne Town Hall forecourt will be maintained for emergency and limited commercial vehicles. The reduction of car parking will be staged to manage car parking demand in the area. Since the adoption &lt;/span&gt;&lt;/span&gt;&lt;span style="font-size: medium;"&gt;&lt;span style="font-family: Calibri;"&gt;of the Emerald Hill Masterplan an additional four car parking spaces have been integrated into the design in Layfield Street.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

      <description>&lt;p&gt;&amp;nbsp;&lt;strong&gt;Consultation on the Emerald Hill Master Plan&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Master Plan was developed following extensive community consultation including a stakeholder meeting held on the 28 November 2011, two public information sessions held on 1 December and 6 December 2011 and an online survey.&lt;/p&gt;
&lt;p&gt;The master plan builds on Council's vision for Emerald Hill and includes:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;a focus on the heritage of the precinct&lt;/li&gt;
&lt;li&gt;principles for contextual and sensitive design&lt;/li&gt;
&lt;li&gt;significant areas of soft landscaping&lt;/li&gt;
&lt;li&gt;a reduction of car parking, staged to manage car parking demand in the precinct&lt;/li&gt;
&lt;li&gt;more uses to enable community access to more parts of the Town Hall&lt;/li&gt;
&lt;li&gt;integrated public art&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Outcomes of the consultation&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Most submissions either supported the draft Master Plan or offered qualified support with suggested changes which were accommodated by changes made to the Master Plan. These are discussed in detail in the &lt;a title="Consultation summary" href="http://haveyoursayatportphillip.net.au/document/show/402"&gt;&lt;span style="color: #135ab7;"&gt;consultation summary.&lt;/span&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;The online survey received four responses. The majority of community responses were captured during the stakeholder meeting and information sessions. Two late written submissions were also received on 31 January 2012.&lt;/p&gt;
&lt;p&gt;In total, 19 submissions were received one from South Port Community Housing Group, three from art organisations, six from local business owners and nine from residents.&lt;/p&gt;
&lt;p&gt;Some of the concerns that were raised during the consultation on the Vision have been resolved through the preparation of the revised Master Plan. These include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;the significance of the heritage of the precinct and the appropriateness of contemporary design&lt;/li&gt;

&lt;li&gt;care to be taken in any additions to the South Melbourne Town Hall.&lt;/li&gt;

&lt;p&gt;The consultation feedback indicates that there is continuing support for:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;the incorporation of public art&lt;/li&gt;
&lt;li&gt;a vibrant culture and creating increased activity in Emerald Hill&amp;rsquo;s public space&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Some new requests to add to the Master Plan have been received:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;the need to improve accessibility of public spaces and building entrances&lt;/li&gt;
&lt;li&gt;for the inclusion of a public housing history of Emerald Hill precinct.&lt;/li&gt;
