Competed 2011 Consultations

Proposed public art installation - Fitzroy St, St Kilda.

Council received a proposal for the installation of a public artwork on the nature strip outside the Tolarno Hotel, on Fitzroy Street, St Kilda.

The applicant has now withdrawn the proposal for Under Arrest and aims to submit some alternative works for consideration in the New Year. The Council would like to thank everyone who took the time to comment on this issue.

Future Governance of St Kilda Esplanade Market

Thank you to everyone who provided their feedback on the long term governance and management of the St Kilda Esplanade Market. It was decided at the Council meeting on 28 November 2011 that Council will continue to manage the Esplanade Market with the ongoing advice of a newly appointed Advisory Committee.

The decision to continue managing the Market was reached following consultation with the Esplanade Market Advisory Group, stallholders, the Stallholder Association Committee, and the general public. The expression of interest process for the Advisory Committee is underway. A Governance and Management review of the Market was conducted in 2009 with recommendations that Council manage the market directly for two years, while determining the long term governance and management.

Arts and Culture Policy

The Council's Arts and Culture Policy was adopted by Council on Monday 14 November 2011.
The Policy articulates Council's commitment to arts and culture in the municipality and outlines principles and objectives for Council's services, programs and facilities. Themes outlined in the Policy include cultural participation and access, indigenous arts, cultural precincts, resources for artists and arts organisations, cultural programs, cultural heritage and council programs and initiatives.
Advice and comment on the Policy was sought specifically with local cultural agencies and enterprises as well the wider community.

Social Justice Charter

Council has now adopted the Social Justice Charter. The Social Justice Charter will help guide Council decision making and provide a framework for working in partnership with the local community to achieve social justice. The Charter will be available to view shortly.

The Charter is based on six principles: participation in decision making and Council processes, partnership with our Indigenous community, access - equality of access to information, facilities and services, respect - valuing diversity, addressing the rising cost of living: reducing disadvantage, and enjoying the City: being connected.

The Social Justice Charter has been developed with input from the wider community, Port Phillip Councillors, Council staff, and local CEOs and staff of community organisations.
The Charter will be officially launched on International Human Rights Day, Saturday 10 December from 11am-3pm at O'Donnell Gardens in St Kilda.

Amendment C80 - Carlisle Street Major Activity Centre

Amendment C80 implements the Carlisle Street Activity Centre Structure Plan (2009) and Carlisle Street Urban Design Framework (2009) which have been prepared to guide future land use change and development of this centre over the next decade. The public exhibition of Amendment C80 has now concluded on the 17 October 2011. Submissions have been received and the next step will include reporting to Council on the submissions.

Draft Disability Policy

The feedback period for the Draft Disability Policy has now closed. Thank you to everyone who submitted comments and provided feedback. The Draft Disability Policy has been developed to confirm Council's commitment to people living with disability and in preparation for the development of it's new Disability Action Plan.

The Draft Disability Policy is to be adopted by Council on 5 December 2011.

Council has developed an Activating Laneways Strategy to map laneways, identify areas for potential change and provide a framework for future activity in them.

The Activating Laneways Strategy has been adopted by Council.

Thank you to everyone who participated and provided feedback on the Draft Precinct Plan for the Turville Place Reserve and Graham Street Overpass. Overall respondents were keen to see improvements to the Turville Place Reserve Graham Street Overpass precinct. A summary of feedback is now available.

Implementation of Stage 1 works will occur early 2012.

Providing there are no more amendments, Council officers will then proceed with an Expression of Interest process for summer markets.
